L'histoire
On October 29, 2004, representatives of the twenty-five member states signed the treaty establishing a Constitution for Europe in Rome. The text was intended to consolidate existing treaties into a single document and make the Charter of Fundamental Rights binding.
It would never enter into force. Eighteen states ratified it, including Italy in 2005, but France rejected it by referendum on May 29, 2005, followed by the Netherlands on June 1. The Treaty of Lisbon, signed in 2007, incorporated part of the project and has been in effect since December 1, 2009.
Italy, which hosted the signing, issues its coin on 29 October 2005, exactly one year later. Europe and the bull are signed by Maria Carmela Colaneri.
