Eesti Pank began preparing the coin's issue in April. The Estonian Academy of Arts, where Ukrainian art students were able to continue their studies this spring, played a major role in organizing a design competition among them, which was won by Daria Titova. In early May, the central bank's supervisory board approved the design and also decided to use the text "Slava Ukraini" on the coin to symbolize Ukraine's independence and resistance. After that, the coin's design had to be approved by the European Commission and EU member states. In parallel, Eesti Pank is preparing the production of coin cards and two-euro coins. The coins were minted in Slovakia.
